RALEIGH – More than 300 people packed the legislative building Wednesday to urge state lawmakers not to cut funding for at-home personal care assistance.

Nearly 40,000 disabled North Carolina residents receive at-home care through the program. But the Department of Health and Human Services says an independent assessment shows nearly half of those getting assistance don't qualify for it, and 40 percent get more help than they need.

Officials say that ends up costing the state tens of millions of dollars every year.

But advocates say cutting the program will end up costing the state even more.

“It's beneficial to the taxpayer who has to foot this bill to keep this patient at home,” Tim Rogers, CEO of the Association for Home and Hospice Care of N.C., said. “It costs the state of North Carolina bout $700 to $750 a month versus $1,800 or even $3,500 a month for skilled nursing care or care in an adult care facility.”

The secretary of health and human services says under a proposed restructuring plan, the state would eliminate services for nearly 60 percent of those currently enrolled in the program. That's more than 20,000 people.

Program supporters say those types of cuts could also cost thousands of North Carolina jobs.

RALEIGH – Home health care was the hot topic at the General Assembly Wednesday.

More than 300 people from all across the state went door to door at the Legislative Building, urging state lawmakers not to cut funding for at-home personal care assistance. It helps people with disabilities by paying someone to come to their home and help with routine, basic daily activities like getting out of bed, bathing and getting dressed.

Registered nurses, homecare aides, patients and their families all pleaded with lawmakers Wednesday not to make cuts to the program.

Columbus County resident Larry Sheppard says it's the only way he and his wife have been able to still live at home.

"They help us out and take care of us and make sure everything is all right," said Larry Shepard, a home health care supporter and customer.

The personal care assistance program currently serves nearly 40,000 North Carolinians. But the Department of Health and Human Services says an independent assessment shows nearly half of the people getting assistance don't qualify for it, and 40 percent of the recipients get more help then they need. Sadly, Governor Beverly Perdue and DHHS Secretary Lanier Cansler are proposing to restructure and cut home care to Medicaid Private Duty Nursing (PDN) patients who suffer from MS, Cerebral Palsy and many other crippling diseases, etc.

Medicaid PDN is a small, but critical program that serves some 400 of the sickest and frailest people in North Carolina. A good number of these patients are paralyzed, have tracheotomies, use ventilators and many are fed through feeding tubes. Many are infants and young children. They have no where else to go…but HOME.

Advocates fights state to keep personal care services

RALEIGH – The State Court of Appeals has extended an order stopping the Department of Health and Human Services from reducing personal care services for Medicaid patients. DHHS wants to make the cuts to save money because Medicaid is $250 million over budget.

The group Home and Hospice Care of North Carolina is currently in the middle of a court battle with DHHS at the level of the State Court of Appeals. Advocates are asking to stop the state from cutting the personal care services.
 
“This program is less than three percent of the total Medicaid budget,” Tim Rogers, with Home and Hospice Care of North Carolina, said. “To continue to slash and burn the personal care services program is a slap in the face to elderly people and senior citizens in the state.”
But the state is looking for Medicaid money wherever they can find it. It is estimated that Medicaid will be $250 million over budget by the end of the fiscal year. DHHS secretary Lanier Cansler says by using a new funding formula for personal care services, the state could save money that he watched get cut from his budget by legislators last summer.
 
“In retrospect, knowing what I know now, I would have certainly fought to find other ways to deal with this budget shortfall,” Cansler said during an interview in December.
 
There will be a hearing at a later date by the State Court of Appeals to determine if the state can move forward with its action to rework personal care services for existing patients. As of Thursday, the state has made some changes to services for any new patients.
